When assessment data is missing or wrong, the system doesn’t correct itself—it shifts costs onto taxpayers, often forcing families to pay more than they should when tax bills are issued each year.It doesn’t have to be this way.I bring nearly three decades of experience in both the public and private sectors, collecting and maintaining the data used to value real estate. Today’s tools for managing large data sets are far more advanced than when I began my career. Cook County taxpayers deserve competent, experienced, professional leadership that delivers accurate assessments—and earns public trust.That’s why we will:<ul><li>Restore field inspectors&nbsp;to the staffing levels that existed before the incumbent cut their ranks.</li><li>End the practice of ignoring building permit data&nbsp;that is shared with the Assessor’s Office.</li><li>Invest in training and professional development&nbsp;so frontline staff can provide accurate information quickly and consistently.</li></ul>Right now,&nbsp;nearly 40% of property record cards and building sketches—essential components of an accurate assessment—are missing. Many households cannot absorb such a sudden increase, and too many are now facing delinquency—and the risk of property tax foreclosure. South suburban Cook County experienced the same kind of assessment spike last year. In some communities,&nbsp;40% or more of homeowners&nbsp;are already behind on payments, with foreclosure looming.If a taxpayer has not seen their market value double over the past three years,&nbsp;they should not be forced to endure a doubling of their assessed value.&nbsp;This is especially true in our poorest and most vulnerable neighborhoods.Assessment accuracy matters.&nbsp;We cannot afford four more years of the status quo.

When input data is incomplete or inaccurate, the results will be too and that’s exactly what’s happening in our assessment district. The assessor’s most basic responsibility is to identify and accurately describe every taxable property.The current Assessor, Fritz Kaegi, has failed to meet that standard, and the consequences are clear...

To reverse the damage caused by the incumbent Assessor Fritz Kaegi, we will create a new public-facing department within the Cook County Assessor’s Office dedicated to encouraging responsible investment in our communities. The&nbsp;Department of Economic Development&nbsp;will partner with local aldermen and suburban mayors to bring greater certainty and transparency to the assessment process for projects that grow our communities.Healthy real estate markets depend on investment, growth, and predictability. Attracting investment to Cook County creates jobs, produces the housing we need, and expands the tax base—reducing the individual property tax burden for every taxpayer. Growth is good. Investment is good. More jobs strengthen our economy, and more housing supply puts downward pressure on rent increases.Yet Cook County’s growth and recovery have lagged behind our peers. There are more construction cranes in the sky over Ann Arbor, Michigan; Madison, Wisconsin; Nashville, Tennessee; and Columbus, Ohio than here at home. The dismal performance of the incumbent assessor has helped create an environment that discourages investment instead of attracting it.Investors in Cook County have been subjected to wild and unpredictable swings in property tax assessments—and the resulting tax burden. When the Assessor’s Office makes it impossible to reliably estimate future assessments, it becomes far more difficult to invest here. Volatility in assessed values complicates underwriting for construction loans, makes attracting capital harder, and ultimately constricts housing supply. The result is higher housing costs, rising rents, and increased pressure on working families.If there is a plan to build a large warehouse, a multi-story residential development, or new single-family homes, the Assessor’s Office should be prepared to model the project and provide clarity about the expected property tax burden. We will help investors understand what to expect during construction, during lease-up, and once the project is fully operational.We will get Cook County building again—expanding housing supply, easing rent pressure, creating jobs, and lowering the property tax burden for the taxpayers who are already here.

As Assessor I will start a first of its kind Department of Economic Development which will be a public facing office that will work with small businesses, neighborhood associations, chamber of commerce, Labor and more.

ECONOMIC DEVELOPMENT

Today, Cook County’s assessment system is marked by volatility and unpredictability that creates stress for commercial and residential taxpayers alike. The volume of errors in the underlying data used by the Cook County Assessor has produced assessments that are not credible and do not result in a fair and equitable distribution of the property tax burden. Commercial investors cannot confidently estimate future property tax costs, which discourages investment and slows economic growth. Residential taxpayers have been subjected to wild swings in assessed value and a tax burden increasingly disconnected from actual market conditions.As a result, we are losing taxpayer confidence in our property tax assessment system. Most taxpayers have now received their most recent property tax bill, and—just like in previous years—many were met with an unwelcome surprise increase. These dramatic swings in assessed value and the resulting instability in tax bills have become intolerable. I recently attended an event in North Lawndale where taxpayers, after seeing their property tax burden double, chose to burn their property tax bills in protest.It doesn’t have to be this way.The changes I plan to bring to the Cook County Assessor’s Office are not radical or extraordinary. I want to return to generally accepted appraisal principles and the assessment best practices I’ve relied on throughout my thirty-year career. If your property has not experienced dramatic market appreciation, you should not be forced to endure dramatic increases in assessed value. Put simply: I intend to make the Cook County Assessor’s Office boring again—predictable, professional, and accurate.The primary duty of any assessor—including the Cook County Assessor—is to discover, list, and value all property in the jurisdiction. It’s a foundational concept that every assessment professional learns on day one:<ul><li>Discover&nbsp;— Identify all taxable property in the taxing district.</li><li>List&nbsp;— Photograph, measure, describe, and record property details accurately.</li><li>Value&nbsp;— Assign a fair and accurate value to every assessable property.</li></ul>The incumbent County Assessor is failing in all three of these core duties.First, building permit data has been shared with the Assessor’s Office, but it has been ignored—leaving billions of dollars in taxable property off the tax rolls. That decision shifts the burden onto everyone else, forcing remaining taxpayers to pay more than their fair share.Second, even among the properties that are on the tax rolls, roughly forty percent lack a current or accurate property sketch and description. That missing and unreliable information leads to inaccurate assessments and volatile, unpredictable swings in individual tax bills.Third, without complete and accurate data, the Assessor cannot produce credible assessments for Cook County taxpayers—no matter what valuation model is used.Cook County taxpayers deserve a property tax assessment they can trust—one free from unsupported spikes and destabilizing surprises. Restoring that trust will require an assessor willing to roll up their sleeves and clean up the underlying data used to produce assessments. It will require a return to the basics and to established principles of real estate valuation. And it will require experienced, accountable leadership.
